AFADEL PEACE FRAMEWORK FOR RUSSIA AND UKRAINE


A SOVEREIGN UKRAINE, A SECURE RUSSIA, AND A DEFINITIVE END TO THE WAR


AFADEL proposes a definitive peace agreement based on reciprocal concessions, verifiable security, and respect for Ukraine’s sovereignty.

  1. CEASEFIRE

Russia and Ukraine shall immediately suspend all ground, air, maritime, missile, and drone attacks. An international mission shall monitor and verify compliance.

  1. NEW BORDER

The line of control existing when the agreement takes effect shall become the new international border.

Russia shall retain the territories under its control at that moment and permanently renounce any additional territorial claims against Ukraine.

Ukraine must freely approve the territorial settlement in accordance with its Constitution.

  1. UKRAINE’S NATO MEMBERSHIP

Ukraine shall be admitted as a full member of NATO. The Alliance’s protection shall apply only to Ukrainian territory located within the newly established border.

Ukraine shall not use its NATO membership to attempt to recover the transferred territories by military force.

  1. SIMULTANEOUS IMPLEMENTATION

Ukraine shall not legally transfer the territories until its admission to NATO has been approved and activated.

The new border, Russia’s withdrawal, and NATO protection for Ukraine shall take effect simultaneously. This will prevent Ukraine from surrendering territory and subsequently being left unprotected.

  1. MILITARY WITHDRAWAL AND SEPARATION

Russia shall withdraw its forces from all territory remaining within Ukraine.

Both countries shall move heavy weapons away from the new border and accept international inspections and verification.

  1. PROTECTION OF THE POPULATION

Residents of the transferred territories may remain, relocate, or choose their nationality. Their property, language, religion, pensions, and family relationships shall be protected.

Expulsions, political or ethnic reprisals, and unlawful confiscations shall be prohibited.

  1. PRISONERS, CIVILIANS, AND CHILDREN

Both parties shall exchange prisoners, release civilians unlawfully detained, identify missing persons, and facilitate the return of children and civilians forcibly transferred during the conflict.

  1. RECONSTRUCTION

An international fund shall be established to rebuild homes, hospitals, schools, roads, energy systems, and agricultural land.

Russia shall contribute financially. The United States, European countries, and other nations may also participate.

  1. SANCTIONS

Sanctions directly related to the war shall be removed gradually as Russia fulfills each stage of the agreement.

If Russia launches another attack or materially violates the agreement, the suspended sanctions shall be restored automatically.

  1. PERMANENT PEACE

Russia shall recognize that Ukraine is free, sovereign, and entitled to choose its own alliances.

Ukraine shall recognize the new border and renounce the use of military force to recover the transferred territories.

Russia obtains a definitive border and retains the territories under its control.

Ukraine obtains peace, reconstruction, independence, and permanent NATO protection.

Neither party receives everything it originally sought, but both receive the opportunity to end the war permanently.
